Health Minister appeals to 10,000 Lankan docs abroad

Health Minister Maithripala Sirisena has invited over ten thousand Sri Lankan doctors, working abroad, to return to Sri Lanka. Quoting the Health Minister, who had made the appeal when addressing a ceremony held to felicitate doctors retiring from service, the Health Ministry spokesman said yesterday that there were more than 2,500 Sri Lankan doctors serving in the United Kingdom, another 3,000 in Australia and approximately 1,500 in the United States. Doctors who had left the country for post graduate studies or due to the conflict situation that prevailed at the time had stayed back in those countries.

He said there were approximately 16,000 doctors in Sri Lanka at present but that number was inadequate to meet the demand. The Government Medical Officers’ Association too had repeatedly complained of the existing dearth of medical officers in the country.

The shortage affected the smooth running of hospital services including surgeries. There was also a grave dearth of doctors to serve in surgical wards. The requirement of doctors to man surgical wards has at times led to some operations being delayed. There were 47 health institutions in various parts of the country which were closed due to the dearth of medical officers to serve in them, the spokesman said.

The Minister had advised parents and relations of doctors who had migrated to use their influence to bring them back, he added.

Budget 2012: Govt. renews promise of salary increase, 300,000 jobs

The 2012 budget to be presented in parliament on November 21, would grant salary increases and create 300,000 public sector jobs, the government claimed.

Media Minister Keheliya Rambukwella, told the weekly Cabinet press briefing in Colombo last week, that the elusive salary increase will become a reality on November 21, on which date the process of creating 300,000 employment opportunities would also be set in motion.

The Appropriation Bill which was approved by the Cabinet on Wednesday, will be submitted to parliament on November 18, he said.

Rambukwella said that the Budget Estimates for 2012 were being prepared with a view to containing the deficit at 6.2 percent of GDP, ensure economic growth was maintained at 8 percent and the rate of annual inflation at 6 to 7 percent.

Expenditure, he observed, was estimated at Rs. 2,220 billion, necessitating, an increase in Recurrent Expenditure from Rs. 1,029 billion in 2011 to Rs. 1109 billion in 2012 and Capital Expenditure from Rs.938 billion to Rs. 1,111 billion. The total revenue expected was Rs. 1,115 billion, with an increase in Public Investment from Rs.453 billion in 2011 to Rs.541 billion in 2012 being targeted, Rambukwella noted.

In preparing the Appropriation Bill, the President, in his capacity as Finance Minister and the General Treasury had consulted each line Ministry and other stakeholders, with a view to diverting resources for priority areas identified in the ‘Mahinda Chinthana’ and phased out in the Medium Term Expenditure Frame Work 2012 – 2014, he said adding that the focus would be on completing ongoing development activities, before allocating resources for new projects.

Emerging trends in the BPO industry

Welcome to the sixtieth edition of this regular column. Here in this column, we discuss a wide range of topics around Information and Communications Technology (ICT) and Business Process Outsourcing (BPO) as well as about Business, Education, Entrepreneurship, Creativity, Innovation and the Society at large.

Business Process Outsourcing (BPO)

We discussed about BPO a lot in the early stages of this column, however haven’t touched on it for a very long time. In the meantime there have been a few developments and emerging trends in the BPO sector which makes it worthwhile to refresh our minds and discussing some of the important aspects of it for our economy.

In case you’ve forgotten what outsourcing is all about, outsourcing is to contract out an organisation’s operations to a third party. If Business Processes such as customer service (call centre) activities, financial accounting, ICT support, administration and other organisational functions are outsourced, then it is termed BPO.

When you outsource work to a specialised third party, generally the cost is lower and the quality of work done is better. On the other hand, if the work is outsourced from a country like USA or UK to developing countries like India or Sri Lanka, then there could be significant cost savings for them as we could provide those services for much less than what they themselves are capable of. That is the basis of the BPO industry.

Given the significant involvement of ICT in providing various types of outsourcing services, sometimes this sector is also called Information Technology Enabled Services (ITES). If Business Processes are to be outsourced, they have to be easily transferable between different locations. You should note that we are talking about business processes here and not outsourcing of manufacturing activities. In today’s world, most of these "Business" work actually happen in "Soft" forms, in other words they are done using computers and ICT. Therefore, generally the vast majority of the BPO industry can be recognised as Information Technology Enabled Services (ITES).

Typically, these functions tend to be non-core for organisations. For example, if a company is in the banking sector, technical support for its staff or accounting activities are non-core to its main business. So, they can be outsourced while the company concentrates on its core business.

Sri Lankan Context

There are about 15,000 people working in the BPO industry. IT and BPO collectively is the fifth highest foreign revenue income source for Sri Lanka, and that speaks for its vitality. The financial and accounting services outsourcing sector has had a significant growth in Sri Lanka. Colombo now has the world’s largest pool of UK qualified English speaking accounting professionals outside the UK itself. Many global companies have chosen to set up their niche centres that expertise a certain area in Sri Lanka.

Data Entry/Processing and Administration

One thing I wanted to discuss in detail today is the data entry, data processing and administration related BPO work.

Many businesses need data entered into systems or converted from hard copies to soft versions. This could be a result of a wide range of needs and could be done in various ways. An example could be entering a customer’s personal details that are on a hard copy paper into computer systems, so that better analysis can be done on that data.

Some more examples are as follows:

= Data entry from hard copies and Image files into various computer (soft) formats

= Business data entry such as sales, purchases and human resources

= Data entry for electronic books and websites

= Receipt and bill details entry into spreadsheets and/or computer systems

= Data entry into product catalogues

= Data entry into various mailing lists

= Converting data from one format to other formats based on client needs (e.g.: From Microsoft Word to HTML format)

= Insurance Processing - When clients submit insurance claims to insurance companies, in most cases, the processing of those requests can be standardised and outsourced. Such processing takes place based on set criteria; therefore there shouldn’t be much trouble in sending it off to a more cost effective location.

= Form Processing Services - Just like the Insurance claims processing previously discussed, many other types of forms processing work can be outsourced as well. It can be as simple as processing Credit Card application forms. Other aspects could be medical forms processing, medical billing services, online form processing and payroll processing etc.

= Some of the above work can be termed back office work (as you don’t have to do them in the front office that interfaces with customers) and also administration related business processes.

These areas do not take as much skill as financial accounting or customer service (Call Centres) BPOs. Additionally, set up costs are much lower. All you need is a few computers and a solid internet connection. So, this is an area that has spread across India even into rural areas. Many people have made a good living around this industry. Basically people from all around the country sit in front of computers and do data related work for foreign clients.

Benefits are clear. People get jobs in their home towns, the country earns foreign revenue and the computer literacy spreads.

Rural BPOs

It’s been a few years since Businessworld India published a feature on Rural BPO, writing about a company called Lason. Lason had set up its first rural BPO unit in Kizhanur village, 50 km from Chennai. The company’s efforts were arguably one of the first Rural BPO experiments in the country. It is also said that there are about 200-odd BPOs (mostly run by NGOs) in India serving the rural purpose. Also, a Bangalore-based NextWealth Entrepreneurs has set up a rural BPO model in Mallasamudram that employs 200 people while providing three types of services to overseas customers. The services provided include online math tutoring, creating PowerPoint-based content to school students and writing articles on math topics.

A recent press release reported that Wipro BPO announced the inauguration of its first rural BPO centre at Manjakkudi Village in Tamil Nadu. Wipro Technologies is the global information technology, consulting and outsourcing business of Wipro Limited. The Manjakkudi centre has a capacity of 120 seats, and will open with a 50 seat pilot project for an international client in the retail sector. Wipro plans to expand its rural BPO operations to 500 seats by March 2013, in Tamil Nadu and to replicate this BPO model across other states in India, in the near future. M R. Rajgopal, of the Wipro Manjakkudi BPO centre explained: "In the past, professional jobs like these were only available in the cities, which meant leaving the community. We aspire to make this centre one of the best respected Rural BPO centres in India to show just how much rural communities like ours can contribute to our country."

Ravi Machani is the Director of IndiVillage, and started his rural BPO initiative in 2009 in an effort to generate jobs for educated youth in his village. He says that rural BPOs are here to stay. As the urban BPOs move to handle more specialized knowledge services, the bulk data processing jobs are flowing into the rural BPOs. Rural BPOs are also allowing educated people in villages to earn a decent living without leaving their homes. They are bringing prosperity of sorts to villages. Rural BPOs are also bridging the digital divide and helping village youth, especially young women, become financially stable.

You might wonder the prerequisites for a rural BPO. Ravi Machani mentions following:

"There are four to five key points one needs to look into when setting up a rural BPO. First, the location should not be very far from the nearest city, at the most it should only be a four- to five-hour drive. The connecting road should be reasonably good since most clients like to visit rural set-ups. The place should have good Internet infrastructure. It should also be ensured that the village is near some good educational institutions so that a certain quality of manpower can be sourced easily. Finally, the political bent of the village and the personalities of the people of the village should be taken into account so that you as a company can gain the trust of the families and they do not mind sending their boys and girls to work for you."

Sri Lanka

This is something we can do in Sri Lanka too. I hope the above details from India would help in that. Nanasalas, telecentres as well as other basic ICT infrastructure can be utilised and utilised better. In addition, people who have their own premises could do a small investment to purchase a few computers and an internet connection to run a data related BPO operation. Already, there are small operations in the outskirts of Colombo as well as regional areas. For example, I have come to know of BPO operations in Mahavilachchiya, Galle, Kandy as well as in areas such as Gampaha and Piliyandala. However, it’s still only a handful of operations.

Doctor attacked with cardboard ‘rod’, left traumatized; fellow doctors protest

The police is yet to arrest a single suspect in connection with the attack on the Secretary of the Sri Lanka Medical Board (SLMB), Specialist Dr. N. J. Nonis. This comes in the wake of the mystery surrounding the incident. Dr. N. J. Nonis was attacked on October 4 at around 6.45 pm when he was on his way home after having ended his day’s work at the SLMB in Colombo. According to Police Media Spokesman SSP Maxi Proctor, Dr. Nonis had been attacked in front of his residence at Jacob Mendis Avenue, Idama, Moratuwa. Sneak attack
SSP Proctor said that when Dr. Nonis was about to get out of his vehicle two persons had arrived in a motorcycle. Whilst one had inquired from him about an address, the other person had attacked the doctor with a rod. Though Dr. Nonis had not suffered any physical injuries, the attack is said to have left him traumatized.
The police was able to locate the owner of the motorcycle on that very day, the doctor having clearly remembered the license plate number, in Kaludewala, Panadura. The suspect was later produced before the Moratuwa magistrate who ordered him remanded until October 10.
According to the police, the ‘rod’ used in the attack had been made out of cardboard, and they believe that the attackers may have not wanted to physically harm the doctor after all, but merely to threaten him.
The Government Medical Officers Association (GMOA) staged a strike on October 5, protesting the attack but called it off when they were informed that a suspected had been apprehended. Dr. Upul Gunasekera of the GMOA told LAKBIMAnEWS that if more doctors are attacked in the coming weeks, they           would resort to strike action country wide, without giving prior notice.
Dr. Gunasekera added that the GMOA considers the attack directed at Dr. Nonis as a personal threat levelled at all doctors in the country, and that it would also be an impediment for doctors in their efforts to provide a comprehensive service to patients in the country. Following talks held with Minister of Health Maithripala Sirisena, the GMOA and the SLMB have been assured of top level security for all their members and their families, he stated.

Security measures

Dr. Gunasekera said that Minister Sirisena had specifically requested IGP N.K. Illangakoon to assign DIGs to provide security to GMOA and SLMB members. He added that while they were truly sorry about the hardships caused to the patients by  their strike, it was the only means of protest they  could resort  to. Dr. Wandika Epitakaduwa speaking to LAKBIMAnEWS said that the attack on Dr. N.J. Nonis was the result of a concerted effort by a certain group to silence doctors of the SLMB and the GMOA.

Why Sri Lanka needs private universities?

Sri Lanka needs more universities and the annual intake of students to the universities be increased. Considering the number of people per universities in other countries, Sri Lanka needs to establish a minimum of new 40 universities. This is not an easy task for the government, with other priorities in health, transport, and infrastructure development sector, etc. to invest in 40 more new universities and increase the current intake. The government has to think innovatively to cope with this massive demand for university education

The topic of private universities has surfaced again in Sri Lanka following government recognition of private medical college in Malabe, South Asian Institute of Technology and Medicine (SAITM). There had been several arguments presented by the both parties to prove their case. Opposing parties to Private Medical College primarily are medical doctors and in general undergraduates, leftist political parties, mainly JVPers who are opposing to any kind of privatisation in Sri Lanka.
The main reason of them to oppose to the opening for private investments in university education is that they think that private universities would harm the present free education system in Sri Lanka. I was a student fighter in my school and tertiary education time against privatisation of education in order to safeguard the free education that I have enjoyed 30 years before. The time has now come to explore and analyze, whether this slogan still valid to the present global trend of tertiary education and social culture.
Free education
The fact that a significant number of GCE (A/L) students, who qualify for university education, fail to secure a place in the universities in the country has created a major social and economic drawback within the society. Although, the government has provided free education at primary and secondary levels since the beginning of the free education policy, it has failed to make free education available to all those eligible to receive a university education.
Lack of university education for the majority of Sri Lankans is a national issue which has an impact on all sectors of society. Compared to other regional countries, the number of people with a university education in Sri Lanka is extremely low. The crisis is being discussed from the 1970s to date. Numerous proposals have been discussed and attempts made to implement them. The proposal made by the then government in the form of a White Paper to expand the education system in Sri Lanka in the early 1980s is an example of such failed efforts. In the recent past limitations in university admissions, the quality of university education and discipline of undergraduates have been discussed in many national forums. In these forums great emphasis was given to inadequacy of university admissions. With the expansion of International Schools, and more and more GCE (A/L) students being left high and dry without further sustainable directions, and without university education opportunities, the seriousness of this issue is of very close concern to the general public. Unlike a few decades back, contemporary society is well aware about this issue. Therefore, a policy decision to increase university education opportunities for Sri Lankans would be a warmly welcomed by the general public.
Current policy
The education system in Sri Lanka cannot be discussed without reviewing or referring to the free education policy in place within the island for more than 60 years. Free education is part and parcel of the fabric of Sri Lankan life. Any changes to the current policy would not be welcome by Marxist political parties, graduates, and undergraduates. The free education policy has provided 100% primary and secondary education. However, it has not been able to provide a similar status to university education. The architects of free education did not envisage the influx of a massive student population from secondary education to university education. Further, they did not formulate a sustainable solution for those students who qualify for tertiary education. Consequently, around 85% of the students who qualify for university education fall by the wayside. This has created the following social and economic issues within Sri Lankan society:
(i) Unrest arising from the deprivation of a university education for the youth was politically exploited by Marxist political parties on several occasions in 1971 and the late 1980s.
(ii) A shortage of university educated people in Sri Lanka compared to other regional countries. This is mainly because only 0.001% of the population of Sri Lanka enters universities each year whereas in other regional countries it is nearly 5% of the population.
(iii) Increasing unemployment among the youth and growing fears of a bleak future also cause deep frustration.

(iv) In this unfortunate situation, opportunistic institutions will lure these frustrated and misguided youths to various unorganised and unaccredited so-called higher educational courses.
(v) Over as many as 10,000 students who were not enrolled for free university education would go to foreign countries for university education or follow foreign university degrees within Sri Lanka annually.
(vi) The brain drain from the country is exacerbated as these students who left the country for foreign university education and children of Sri Lankan expatriates who are also studying in foreign universities do not return to Sri Lanka following their graduation.
(xi) The unnecessary expenditure on GCE (AL) private tuition and stiff competition to enter the universities have produced an imbalance in Sri Lankan society and disturbed the conventional social and family life of parents and their children.
A close analysis of the reality of the free education policy shows, in fact, that there is no 100% free education in Sri Lanka today. School admission charges, private tuition fees in almost all the subjects from primary to secondary school level, other fees and expenses have to be incurred by parents under the so-called free education system. Further, since it is being delivered free, the quality of the education has declined. Students, especially those preparing to university, have to rely heavily on paid private tuition. This is the case in even primary and other secondary levels of education. Further, to some extent both primary and secondary education systems have been “privatised” through private schools and international schools. However, no such private institutions have yet been established in a regulated manner to grant university degrees Therefore, students leave the country annually to follow university education in a foreign country. This drains billion of foreign exchange from the country.
In view of the above, Sri Lanka needs more universities and the annual intake of students to the universities be increased. Considering the number of people per universities in other countries, Sri Lanka needs to establish a minimum of new 40 universities. This is not an easy task for the government, with other priorities in health, transport, and infrastructure development sector, etc. to invest in 40 more new universities and increase the current intake. The government has to think innovatively to cope with this massive demand for university education. It has to formulate a new radical policy objectively to increase opportunities for university education. The effective use of existing limited resources, Public Private Partnership (PPP), private sector investments, and allowing recognised foreign universities to establish in Sri Lanka are a few such policy decisions that need to be taken immediately.
Private universities
As the government permitted the private sector to embark into hospitals, transportation (private buses), primary and secondary schools (private and international schools) it should open the door for the private sector to set up universities as well. This is the trend followed by other countries. In India private higher education institutes and colleges are over 10 times as many as government universities (337:3616), in Pakistan it is almost twice (547:957) and in Bangladesh, it is 21:199 is nearly 10 times. Interestingly, in these countries the per capita of Gross National Product is well below that of Sri Lanka and yet they manage to promote the private sector in university education. Innovative and forward thinking visionary leaders are pouring billions of dollars into higher education, particularly for science and technology. Partnerships are being established between the universities of those countries and reputed institutions like INSEAD (the famous Business School in France), the Sorbonne, Monash, and MIT. According to the London-based ”Observatory on Borderless Higher Education’’, China is leading the race in international higher education with increasing numbers of foreign campuses attracting star-class researchers and academics.
There are many factors which dictate the necessity for private sector investment in university education in Sri Lanka:
(i) The limited number of seats in the public universities.
(ii) It will attract qualified high school students who are unable to gain admission to public universities.
(iii) Many students are not admitted to their preferred programmes and to their preferred university. They will opt for private university over the free public university as they can choose their preferred degree programme in line with their talent.
(iv) Private universities would have selection of more practical and job-oriented programmes.
(v) Private universities turn out graduates with a better command of language and better developed soft skills which are important to employers.
(vi) Student unrest, strikes, and violence are forcing regular closure of public universities, resulting in lengthening the time to complete the course compared to private institutions.
(vii) Influence of political parties, particularly parties like the JVP, disrupt the normal functioning of the government universities would not effect to education of private universities.
(viii) Practice of violence and brutal “ragging” would not be in the private universities.
Compared with other middle income countries such as those in East Asia or Latin America, the private sector in Sri Lanka still has plenty of room to improve. This new trend has been adopted in those countries and many other developed and developing countries. While the public sector education remains as the norm in many countries, the private sector plays a significant and growing role.
Similarly, there are a number of advantages in establishing private universities in Sri Lanka. These advantages range from social to economic benefits: (i) Private universities when established in Sri Lanka, it will compel public universities to maintain high standards, thereby gradually they reaching top world ranking, (ii) Due to inter-university competition and in order to survive in a competitive market by private universities, it will have to increase their quality and standards; thereby the students and the country will derive the benefits of quality outputs from the universities, (iii) Sri Lankan students who could not enter public universities would be able to graduate locally rather than going out of the country, (iv) It will attract more private sector investment, (v) The government would be able to provide more funds for the expansion of the present public universities, (vi) More job opportunities will be created in academic and non-academic fields in the private universities, (vii). Students would get high quality university education as the private universities have to maintain commercial sustainability and compete with other universities locally as well as internationally, (viii) The brain drain will be minimised as most of the students who have not received public university education will be able to enroll with private universities within the country, (viii) Those students who have not received an opportunity to enter government universities would have an alternative route to obtain a university degree locally, (ix) As the students are studying locally, it will retain a considerable amount of foreign exchange within the country.
By arranging student bank loans at very minimal interest, scholarships by the private university itself or organisations, scholarships based on merit, etc. would safeguard the free education concept to an extent within the private university culture. Furthermore, measures to expand private sector universities and colleges could include establishing a sound quality assurance and accreditation system, and introducing voucher, stipend and loan schemes for students enrolled in private universities.
The government shall set up a policy for establishing the private universities and should dictate in which places those universities should be established. At present, most of the private education institutions are centered in Colombo. Therefore, private universities need to be located in other districts such as Hambantota, Ratnapura, Anuradhapura, Trincomalee, Jaffna and Ampara, etc.
Foreign universities
Another proposal to meet this uphill task is to allow foreign universities to establish their branches in Sri Lanka. In the context of the higher education revolution that is taking place around the globe, countries such as Egypt, UAE, Qatar, China, India, Malaysia, South Korea and Singapore have opened their doors to foreign higher education institutions like never before. International icons such as Harvard, Stanford, Princeton, Monash, and LSE are invited and actively solicited by these governments to set up campuses in those countries. The Sri Lankan government shall also allow those renowned universities to be established in Sri Lanka. Further, the government should not worry about the quality and standard of such universities as they have been ranked top in the world.
There are many advantages in inviting those world class universities to Sri Lanka: (i) At present none of the public universities have been ranked within the first 2,000 top universities in the world. Having established such world top ranking universities in Sri Lanka, public universities will be compelled to maintain high standards, thereby gradually reaching world standards, (ii) Sri Lankan students would be able to graduate from such top universities locally rather than going out of the country, (iii) No government financing is required to set up those foreign universities; rather the government could charge some fees from them. This will ease the budget constraints of the government, (iv) It will attract foreign investments to Sri Lanka, (v) The government would be able to provide more funds for the expansion of public universities, (vi) More job opportunities will be created in the academic and non-academic fields, (vii) Students would get world class, high quality education from the world’s renowned lecturers, (viii) As most of the students will be retained in Sri Lanka, the brain drain will be minimised, (ix) Students who have not received an opportunity to enter government universities would have an alternative route to obtain a foreign university degree locally, (x) As the students are studying locally, it will retain a considerable amount of foreign exchange within the country, (xi) These foreign universities would be able to attract foreign students which will be an additional foreign exchange earner for Sri Lanka.
The government shall formulate a policy for establishing the foreign universities and should decide in which place those universities are to be established. Presently, most of the core activities of the economy are centered in Colombo. Therefore, new foreign universities need to be located in other districts such as Galle,Hambantota, Ratnapura, Anuradhapura and Trincomalee, etc.
There are number of private institutions operating in Sri Lanka, mainly in Colombo, to train students for foreign university degrees. Students may follow the full course in Sri Lanka and in some cases follow the final years of the courses in the country where the university is located. Further, the quality of training received in these institutions is not regulated and there is no proper quality assurance. Therefore, by establishing foreign universities formally in Sri Lanka these deficiencies could be eliminated and it will provide university education to more Sri Lankans locally.
Private colleges
To establish a full-fledged private university or foreign university needs considerable capital investment, resources, and management and operation expertise. It will take some time to finalise the formalities before operations. In view of this long-term investment time lag, it will be more convenient to establish private colleges to grant university degrees. These colleges could be affiliated either to local or international universities or both. The colleges can specialise in their respective academic streams such as College of Estate Management, College of Business Management, College of Science and Technology, Law Colleges, Medical Colleges, etc. The quality and standards shall be on par with the universities to which they are affiliated.
Establishing private colleges to grant university degrees has a number of advantages: (i) It will assist the government to increase university education to the majority of Sri Lankans, (ii) Since the respective colleges have expertise or specialisations, their standards in the specific sectors would be very high compared to the traditional universities (iii) The unit cost of a subject or unit cost of the course would be comparatively lower than that of private and foreign universities mainly due to relatively low investment of capital.
Further to foregoing proposals and analysis, the authorities shall take each proposal for further detailed evaluation and shall prepare blueprints for the implementation within a specific timeframe. Further, they should be wary about the social unrest that may follow private sector investment in university education. Prior to implementing any of these proposals, a public awareness campaign shall be launched in order to educate the general public. Emphasis shall be given to the lack of government funds or limited funds and resources to expand the current public universities and to establish new universities. Therefore, the mindset of the general public must be taken into account in considering new innovative proposals like establishing private universities and colleges, and conducting dual sessions (day and evening and night in the government universities.
If the decision makers make a serious attempt to resolve the chronic crisis in university education and its concomitant social and economic impact, they should have a clear action plan. The action plan shall be measurable in terms of the intakes increases, and within which period of time it is to be implemented. Compared with the present annual intake of approximately 20,000 students, the target should be to increase the intake by more than double the present intake through various specific means. In order to achieve this challenging target within a specific timeframe the specific means that would pave the path to achieve the target number should be carefully worked out.

Attack on SLMC Registrar: Ex-Air Force man taken in

Medical unions condemn assault

One of the men involved in the attack on Dr. N.J Nonis, the Sri Lanka Medical Council (SLMC) Registrar was identified as an ex-Air Force man who had left the forces a year ago, police said. Moratuwa OIC Upula Seneviratne said the suspect was remanded until October 14 and the identification parade will take place tomorrow.
The OIC said the man was arrested in Panadura after the number of the motorcycle the suspects were riding was traced. “When the suspect was questioned on the attack he has denied any involvement,” he said.

He said, however, the motive of the attack is yet to be determined. Dr. Nonis was allegedly assaulted by two unidentified men, who came on a motorcycle last Tuesday evening while Dr. Nonis was returning to his residence in Moratuwa after work. The two unidentified men had been following and then overtaking Dr.Nonis’s vehicle.
When Dr. Nonis reached his premises at 7 p.m., one of the unidentified men had come near the doctor’s vehicle and shown him a piece of paper which included the name of Dr. Nonis as well as three GMOA committee members.
The Sunday Times learns that the names on the piece of paper were hand written and at the end of the paper, there were the initials of a well-known politician’s name. While reading the piece of paper, Dr. Nonis was beaten by one of the unidentified men with a batten rolled in paper. Dr. Nonis was not hospitalized immediately but was admitted the next day since he had a wound on his neck.
Dr. Nonis had cried for help, but when his neighbours reached the scene, the suspects had escaped.
Meanwhile many medical officers’ trade unions condemned the attack on Dr. Nonis. The SLMC and the GMOA jointly launched a token strike while the Government Dental Surgeons’ Association (GDSA) also resorted to an island wide trade union action on Wednesday.
The councils and the membership of the Sri Lanka Colleges of Obstetricians and Gynaecologists, Paediatricians and Surgeons and the Ceylon College of Physicians are said to be deeply concerned at the assault on Dr. Nonis.
Their statement says, “Such behaviour is by no means acceptable. We wish to request the government of Sri Lanka to take all necessary action to bring the assailants before the law urgently. The government has a duty to ensure that such acts where people take the law into their own hands in trying to coerce the Sri Lanka Medical Council to accede to their demands do not take place in future. Such incidents will jeopardise and compromise medical education and health care in the community”.

Computing giants launch free science metrics

New Google and Microsoft services promise to democratize citation data.
Mapping the landscape of science is about to get easier than ever before. Google and Microsoft are rolling out free tools that will enable researchers to analyse citation statistics, visualize research networks and track the hottest research fields.
The systems could be attractive for scientists and institutions that are unable — or unwilling — to pay for existing metrics platforms, such as Thomson Reuters' Web of Knowledge and Elsevier's Scopus database.
Launched in 2004 as a search engine for academic publications, Google Scholar last month added Google Scholar Citations (GSC), which lets a researcher create a personal profile showing all their articles in the Google Scholar database (go.nature.com/7wkpea). The profile also shows plots of the number of citations these papers have received over time, and other citation metrics including the popular h-index, which attempts to measure both the productivity of a scientist and the overall impact of their publications. The service is currently in invitation-only beta testing, but Google intends eventually to roll it out to all researchers.

Meanwhile, Microsoft Academic Search (MAS), which launched in 2009 and has a tool similar to GSC, has over the past few months added a suite of nifty new tools based on its citation metrics (go.nature.com/u1ouut). These include visualizations of citation networks (see 'Mapping the structure of science'); publication trends; and rankings of the leading researchers in a field.
But although Microsoft's platform has many more features, Google Scholar has an enormous size advantage at present that makes its metrics far more accurate and reliable, say researchers. Google Scholar has indexed much more of the literature than has Microsoft, or indeed Web of Knowledge or Scopus. By contrast, MAS often turns up only a fraction of an author's true publications, which can result in its citation metrics having "absurdly low" values, says Péter Jacsó, an information scientist at the University of Hawaii in Honolulu.
"Microsoft Academic Search is still a nascent offering to the community," explains Lee Dirks, director of education and scholarly communication at Microsoft Research Connections, the academic-collaboration arm of Microsoft Research. MAS's content surged from 15.7 million to 27.1 million publications between March and June, and that pace will continue, says Dirks. Anne-Wil Harzing at the University of Melbourne, Australia, who develops tools to extract citation metrics from Google Scholar, says that MAS has "great potential".
Some researchers question whether purely computational approaches can ever generate reliable bibliographic databases and citation metrics without some human intervention to clean up and check the data. Jacsó points out that the text-mining software used by MAS and GCS can sometimes extract erroneous bibliographic information from publications, for example by misidentifying author names or affiliations (P. Jacsó Online Inform. Rev. 34, 175–191; 2010).
Anurag Acharya, the Google engineer behind Google Scholar and its new metrics system, counters that it has long since dealt with such issues, and that a stack of recent improvements means that his system is working "better and better". Harzing adds that critics often focus too much on such extreme bibliographic errors. She estimates that the overall level of errors in Google Scholar is so low that they do not greatly affect the accuracy of more robust metrics calculations such as the h-index.
Google Scholar also has an advantage over commercial providers in its extensive coverage of books — a significant research output in the social sciences and humanities — as well as conference proceedings, which are important outputs in the computing and engineering fields. Covering these is "crucial" to producing accurate metrics in these fields, says Ton van Raan, a bibliometrics expert at the Centre for Science and Technology Studies at Leiden University, the Netherlands. Joel Hammond, director of product development at Thomson Reuters, points out that the Web of Knowledge already indexes conference proceedings, and that it plans to launch a book-citation index this autumn. Scopus has similar plans.
Neither MAS nor GSC see themselves as direct competitors of Web of Knowledge or Scopus, however. "This is not about competition, this is about providing an open platform for academic research," says Dirks. Acharya, who was born in India, says that he is driven by a humanitarian goal: making available to everybody services that were previously accessible only to those at richer institutions. He says he finds it "satisfying" that Google Scholar's server logs reveal widespread use by researchers in poorer countries, where commercial services are often unavailable.

Hammond says that Thomson Reuters controls which publications it indexes more strictly than do the free services, and argues that this makes its metrics calculations more reliable. Scopus takes a similar line. But others say GSC and MAS might eventually become good enough for many users. "They have the major advantage of being freely available to anyone, and with continued development I think they have the potential to become serious competitors to the commercial products," says Carl Bergstrom, a biologist at the University of Washington, Seattle, who collaborates with both Microsoft Research and Thomson Reuters to analyse citation data.
Van Raan agrees. "It is clear that the commercial citation index producers will be more and more in competition with these free-access facilities," he says.

Impossible crystals snag chemistry Nobel

A materials scientist who discovered crystals with structures that many believed to be impossible — and who stubbornly held his ground against fierce opposition — has claimed this year's Nobel Prize in Chemistry.
Daniel Shechtman of the Technion Israel Institute of Technology in Haifa was awarded the prize for his 1982 discovery1 of quasicrystals: materials with a mosaic-like, never-quite-repeating atomic structure that defied the textbooks of the time, existing only as mathematical curios. "It took an enormous amount of courage for Danny to stick to his claim," says Veit Elser, a physicist at Cornell University in Ithaca, New York.
It took two years for Shechtman to get his discovery published. His work was scorned by luminaries including double-Nobel-prizewinning chemist Linus Pauling, but after it was published, other examples of the crystals flooded in from around the globe. In 2009, researchers reported finding the quasicrystal structure in an alloy of aluminium, copper and iron, acquired by an Italian museum in 1990 but reported to have come from 200-million-year-old rocks in the Koryak Mountains in Russia2.
"This is an award that we've been expecting for 25 years now — I've been sending a recommendation letter to the Nobel committee every year," says Jean-Marie Dubois, who studies complex metallic alloys at the University of Nancy, France.
It still isn't clear how atoms assemble into quasicrystal structures, and the discovery has so far found few real-world applications. But the quasicrystals do have unusual and potentially useful physical properties. Although many quasicrystals are metallic alloys, they do not behave like metals: thanks to the way their electrons are confined, they are poor at conducting heat and electricity, and have non-stick surfaces, so they might be useful in low-friction coatings for frying pans. They are also very hard, and can be used to improve the strength of materials such as steel. But it is not clear that materials incorporating quasicrystals will be more useful than others currently on the market, says Ronan McGrath, a surface scientist at the University of Liverpool, UK.
Instead, Shechtman's key contribution to chemistry was in opening scientists' eyes to the possibility of new forms of matter. "The discovery of quasicrystals has taught us humility," writes Sven Lidin, an inorganic chemist at Stockholm University and a member of the Nobel Committee for Chemistry.

Fearful symmetry

Thirty years ago, scientists thought that all crystalline materials were composed of atoms packed into regularly repeating three-dimensional lattices, similar to the hexagonal honeycomb of a beehive. This definition dictated that the basic repeating units could possess only particular symmetries: they could be rotated by one-half, one-quarter or one-sixth of a full circle and still look the same, but they could not possess pentagonal symmetry.
On 8 April 1982, Shechtman, who was on sabbatical at the US National Bureau of Standards (now the National Institute of Standards and Technology; NIST) in Gaithersburg, Maryland, found that an artificial alloy of aluminium and manganese disobeyed the rules.
When he shot electrons through the material, they created a regular diffraction pattern, proving that the material's atomic structure consisted of orderly repeating elements. But that pattern showed a forbidden pentagonal symmetry — it could be rotated by both one-tenth and one-fifth of a full circle and would still look the same. In his laboratory notebook for that day, Shechtman wrote: "10 Fold???"
"There can be no such creature," he is reported to have said. Others did their best to persuade him that his discovery was wrong. "I told everyone who was ready to listen that I had a material with pentagonal symmetry. People just laughed at me," Shechtman told Haaretz magazine in a profile earlier this year. He was asked to leave his research group, he says.
But Shechtman got his findings published in November 1984 in Physical Review Letters, with the help of Ilan Blech, a materials scientist at Technion, John Cahn, a physicist at NIST, and Denis Gratias, a crystallographer then at the Centre for Metallurgic Chemistry in Vitry, France. "All I did was present the wonderful work that he had done in a compelling way," Cahn says.
When the paper did come out, recalls Elser, "everybody was incredulous. This was what the textbooks had told them wasn't possible." Researchers around the world rushed to confirm the findings. Like Shechtman, they melted alloys of aluminium and manganese and put them onto a cold surface. The same diffraction pattern emerged.

"Given the relative simplicity of making these materials, it's certain that the five-fold patterns had been seen by numerous scientists before Shechtman, who dismissed them because they didn't fit the rigid rules of crystallography," says Elser.
Indeed, such 'aperiodic' five-fold structures had been described by mathematicians many decades before — most famously by British mathematician Roger Penrose. Related complex designs are found in Islamic art and architecture.
"Breaking the symmetry laws that we as crystallographers are educated on was difficult to accept," says Ada Yonath, a crystallographer based at the Weizmann Institute of Science in Rehovot, Israel, who won the Nobel Prize in Chemistry in 2009 for her work on the structure of the ribosome. "Though [Shechtman] is such a nice man I would work with him even if I disagreed with him."

Experts question rankings of journals

F1000 scoring system could throw off results, say critics.
Peer review may be a good way to assess research papers, but it can fall short in ranking the journals themselves. That's the reaction of some metrics experts to the first such journal rankings, launched this week by the Faculty of 1000 (F1000) in London. Critics question the method, which relies on scores awarded to individual papers by the F1000 'faculty' of 10,000 scientists and clinicians. Such scores, they claim, could be skewed by the interests and enthusiasms of individual reviewers.
Richard Grant, associate editor of F1000, says that the rankings give authors a valuable measure, complementary to journal league tables based on citation impact. He says that the first F1000 rankings will be refined, adding that F1000 is "constantly striving to improve coverage in all specialities".
Created in 2002, the F1000 aims to filter the literature by asking experts to select noteworthy papers and rate them as 6 (recommended), 8 (must read) or 10 (exceptional). Now, it has extended the concept by totting up the scores of all a journal's rated articles over a given period, and normalizing the totals — adjusting for the total number of articles that the journal published over that period, for example.
The results put the usual suspects at the top. In the rankings for 2010, the latest full year available, Nature leads in biology and the New England Journal of Medicine in medicine. But further down the lists, the F1000 often departs from impact factors. "We're aware the correlation with impact factors isn't exact, and we wouldn't expect it to be," says Grant. The Proceedings of the National Academy of Sciences (PNAS) "does particularly well by our ranking because there are a lot of papers in there that are obviously valuable to the community".
But some critics say that the limited number of papers reviewed — fewer than 20,000 per year, of more than one million published — could compromise the rankings. "The scores may tell us as much about the composition of the F1000 faculty as they do about the relative quality of various journals," says Carl Bergstrom, a biologist at the University of Washington, Seattle, and an F1000 faculty member who publishes a rival metric, the Eigenfactor.

Philip Davis, a scholarly-publishing expert at Cornell University in Ithaca, New York, says that "a single enthusiastic reviewer could propel a small, specialist journal into a high ranking simply by submitting more reviews". One journal seems to owe its surprisingly high ranking to a series of very positive evaluations of its articles by its own editor.
Grant says that such a competing interest should have been declared, and that the F1000 will look into the matter. In the interim, the journal in question has been withdrawn from the rankings. The F1000 will also make its code of conduct more explicit, says Grant. He notes that all evaluations and methodology are available on the F1000's website, making the ranking process transparent and allowing users to alert the F1000 to any concerns.
