Undergraduates of Sri Jayewardenepura University last night claimed that the university administration has sealed the Student Union office and damaged the photographs of the fallen student leaders in that room.

"The university administration threatened they would remove the statue of student hero opposite the university’s Sumangala building," IUSF Convener Sanjeewa Bandara told The Island.

According to the Mirihana Police five improvised explosive devices known by criminals as ‘duppi’ were founded at inside the university premises on Friday.

The bombs were found while some workers were repairing the new art gallery building of the university and police believe students may have hidden them to be used in a clash.

"Students never use bombs when battles," Bandara said, adding that the explosive devices had been introduced by the security personnel of the ‘Rakna Lanka’ firm attached to the Defence Ministry.

Vice Chancellor of the University Prof. N. L. A. Karunaratne was not available for immediate comments.

Highest Allocation Of Funds For Debt Repayment In 2012

The highest allocation of funds by the government in the 2012 budget would be for the repayment of loans taken by the government, UNP parliamentarian and Economist Dr. Harsha de Silva.
The debt repayment for 2012 is estimated to be Rs. 914 billion inclusive of a Rs. 314 billion for loan installments and loan interest. The capital repayment of loans stands at around Rs. 600 billion.
Dr. de Silva said the loan repayment component was therefore far greater than the monies allocated for the Defence Ministry, which is Rs. 225 billion.
“Every cent brought in as revenue by way of taxing the people would not be sufficient to pay back the loans borrowed by the government,” he told The Sunday Leader.
He explained that the government has failed to tell the truth behind the statements made on borrowings aimed at developing the country. “After paying back the loan, the country would not have any money left.”
According to Dr. de Silva, the government now borrows monies to pay back the loans and the interest.

Neutrinos still faster than light in latest version of experiment

Finding that contradicts Einstein's theory of special relativity is repeated with fine-tuned procedures and equipment

    The scientists who appeared to have found in September that certain subatomic particles can travel faster than light have ruled out one potential source of error in their measurements after completing a second, fine-tuned version of their experiment. Their results, posted on the ArXiv preprint server on Friday morning and submitted for peer review in the Journal of High Energy Physics, confirmed earlier measurements that neutrinos, sent through the ground from Cern near Geneva to the Gran Sasso lab in Italy 450 miles (720km) away seemed to travel faster than light. The finding that neutrinos might break one of the most fundamental laws of physics sent scientists into a frenzy when it was first reported in September. Not only because it appeared to go against Albert Einstein's theory of special relativity but, if correct, the finding opened up the troubling possibility of being able to send information back in time, blurring the line between past and present and wreaking havoc with the fundamental principle of cause and effect. The physicist and TV presenter Professor Jim Al-Khalili of the University of Surrey expressed the incredulity of many in the field when he said that if the findings "prove to be correct and neutrinos have broken the speed of light, I will eat my boxer shorts on live TV". In their original experiment scientists fired beams of neutrinos from Cern to the Gran Sasso lab and the neutrinos seemed to arrive sixty billionths of a second earlier than they should if travelling at the speed of light in a vacuum. One potential source of error pointed out by other scientists was that the pulses of neutrinos sent by Cern were relatively long, around 10 microseconds each, so measuring the exact arrival time of the particles at Gran Sasso could have relatively large errors. To account for this potential problem in the latest version of the test, the beams sent by Cern were thousands of times shorter – around three nanoseconds – with large gaps of 524 nanoseconds between them. This allowed scientists to time the arrival of the neutrinos at Gran Sasso with greater accuracy. Writing on his blog when the fine-tuned experiment started last month, Matt Strassler, a theoretical physicist at Rutgers University, said the shorter pulses of neutrinos being sent from Cern to Gran Sasso would remove the need to measure the shape and duration of the beam. "It's like sending a series of loud and isolated clicks instead of a long blast on a horn," he said. "In the latter case you have to figure out exactly when the horn starts and stops, but in the former you just hear each click and then it's already over. In other words, with the short pulses you don't need to know the pulse shape, just the pulse time." "And you also don't need to measure thousands of neutrinos in order to reproduce the pulse shape, getting the leading and trailing edges just right; you just need a small number – maybe even as few as 10 or so – to check the timing of just those few pulses for which a neutrino makes a splash in Opera." Around 20 neutrino events have been measured at the Gran Sasso lab in the fine-tuned version of the experiment in the past few weeks, each one precisely associated with a pulse leaving Cern. The scientists concluded from the new measurements that the neutrinos still appeared to be arriving earlier than they should. "With the new type of beam produced by Cern's accelerators we've been able to to measure with accuracy the time of flight of neutrinos one by one," said Dario Autiero of the French National Centre for Scientific Research (CNRS). "The 20 neutrinos we recorded provide comparable accuracy to the 15,000 on which our original measurement was based. In addition their analysis is simpler and less dependent on the measurement of the time structure of the proton pulses and its relation to the neutrinos' production mechanism." In a statement released on Friday, Fernando Ferroni, president of the Italian Institute for Nuclear Physics, said: "A measurement so delicate and carrying a profound implication on physics requires an extraordinary level of scrutiny. The experiment at Opera, thanks to a specially adapted Cern beam, has made an important test of consistency of its result. The positive outcome of the test makes us more confident in the result, although a final word can only be said by analogous measurements performed elsewhere in the world." Since the Opera (Oscillation Project with Emulsion-tRacking Apparatus) team at Gran Sasso announced its results, physicists around the world have published scores of online papers trying to explain the strange finding as either the result of a trivial mistake or evidence for new physics. Dr Carlo Contaldi of Imperial College London suggested that different gravitational effects at Cern and Gran Sasso could have affected the clocks used to measure the neutrinos. Others have come up with ideas about new physics that modify special relativity by taking the unexpected effects of higher dimensions into account. Despite the latest result, said Autiero, the observed faster-than-light anomaly in the neutrinos' speed from Cern to Gran Sasso needed further scrutiny and independent tests before it could be refuted or confirmed definitively. The Opera experiment will continue to take data with a new muon detector well into next year, to improve the accuracy of the results. The search for errors is not yet over, according to Jacques Martino, director of the National Institute of Nuclear and Particle Physics at CNRS. He said that more checks would be under way in future, including ensuring that the clocks at Cern and Gran Sasso were properly synchronised, perhaps by using an optical fibre as opposed to the GPS system used at the moment. This would remove any potential errors that might occur due to the effects of Einstein's theory of general relativity, which says that clocks tick at different rates depending on the amount of gravitational force they experience – clocks closer to the surface of the Earth tick slower than those further away. Even a tiny discrepancy between the clocks at Cern and Gran Sasso could be at the root of the faster-than-light results seen in September.

The team which found that neutrinos may travel faster than light has carried out an improved version of their experiment - and confirmed the result.
If confirmed by other experiments, the find could undermine one of the basic principles of modern physics.
Critics of the first report in September had said that the long bunches of neutrinos (tiny particles) used could introduce an error into the test.
The new work used much shorter bunches.
It has been posted to the Arxiv repository and submitted to the Journal of High Energy Physics, but has not yet been reviewed by the scientific community.
The experiments have been carried out by the Opera collaboration - short for Oscillation Project with Emulsion (T)racking Apparatus.
It hinges on sending bunches of neutrinos created at the Cern facility (actually produced as decays within a long bunch of protons produced at Cern) through 730km (454 miles) of rock to a giant detector at the INFN-Gran Sasso laboratory in Italy.
The initial series of experiments, comprising 15,000 separate measurements spread out over three years, found that the neutrinos arrived 60 billionths of a second faster than light would have, travelling unimpeded over the same distance.
The idea that nothing can exceed the speed of light in a vacuum forms a cornerstone in physics - first laid out by James Clerk Maxwell and later incorporated into Albert Einstein's theory of special relativity.
Timing is everything Initial analysis of the work by the wider scientific community argued that the relatively long-lasting bunches of neutrinos could introduce a significant error into the measurement.
Those bunches lasted 10 millionths of a second - 160 times longer than the discrepancy the team initially reported in the neutrinos' travel time.
To address that, scientists at Cern adjusted the way in which the proton beams were produced, resulting in bunches just three billionths of a second long.
When the Opera team ran the improved experiment 20 times, they found almost exactly the same result.

"This is reinforcing the previous finding and ruling out some possible systematic errors which could have in principle been affecting it," said Antonio Ereditato of the Opera collaboration.
"We didn't think they were, and now we have the proof," he told BBC News. "This is reassuring that it's not the end of the story."
The first announcement of evidently faster-than-light neutrinos caused a stir worldwide; the Opera collaboration is very aware of its implications if eventually proved correct.
The error in the length of the bunches, however, is just the largest among several potential sources of uncertainty in the measurement, which must all now be addressed in turn; these mostly centre on the precise departure and arrival times of the bunches.
"So far no arguments have been put forward that rule out our effect," Dr Ereditato said.
"This additional test we made is confirming our original finding, but still we have to be very prudent, still we have to look forward to independent confirmation. But this is a positive result."
That confirmation may be much longer in coming, as only a few facilities worldwide have the detectors needed to catch the notoriously flighty neutrinos - which interact with matter so rarely as to have earned the nickname "ghost particles".
Next year, teams working on two other experiments at Gran Sasso experiments - Borexino and Icarus - will begin independent cross-checks of Opera's results.
The US Minos experiment and Japan's T2K experiment will also test the observations. It is likely to be several months before they report back.

Telephone allowance not paid even to doctors in Health Ministry

None of the doctors in the country had received their telephone allowance - not even those serving in the Health Ministry, Director General Health Services of the Western Province, Dr. A. Harsha De Silva said.

He said that although the Health Ministry had issued the circular for the payment of doctors’ telephone bills none of the provincial councils had the financial allocations to do so.

Dr. De Silva said that doctors of the National Hospital and even those under the Health Ministry itself had not been paid their telephone allowance. "If the Ministry issued a circular directing provincial councils to pay the credit card bills of doctors, I would do so provided the WPC had the resources – the funds", he said.

He would need approximately 240 million rupees to pay the telephone bills of doctors. He had forwarded the circular issued by the Health Ministry in April this year to the Governor of the Western Province for approval. However, he said his hands were tied as the Provincial Council did not have the funds to pay the bills, he said.

According to the circular medical officers are entitled to a telephone allowance of Rs. 6,000 while consultants, to an allowance of Rs 12,000. The allowance is paid for the bills incurred during on-call duty. However applications with the telephone numbers of doctors have to be forwarded to the health ministry for approval.

The Government Medical Officers Association (GMOA ) said that even this preliminary step had not been taken by the PDHS office despite appeals made by the doctors under the Western Province administration . They threatened a one day token strike this week if the WPC did not take steps to follow the circular at least by sending the names and numbers. However a spokesman for the GMOA said that the strike had been called off as the PDHS office had taken steps to send the applications to the Health Ministry.

New doc organization formed to fight private medical colleges



A new organisation has been set up to fight against the establishment of Private Medical Colleges in the country – especially against the Malabe Private Medical College (Malabe PMC).

National Convener for the Doctors Against Private Medical Colleges (DAPMC), Dr. Indunil Wijenayake said yesterday that 22 doctors had formed the Union to fight the threat posed against free education and the free health service by private medical colleges.

There have been efforts made by various governments to establish PMCs in the country - starting from 1981.

Dr. Wijenayake said that the efforts to establish a PMC in 2006 had been quashed by student unions, trade unions and people’s movements. The government had maintained an indifferent attitude towards protests by student unions and trade unions against the Malabe PMC issue. He alleged that the government aimed at establishing PMCs.

His Union aimed at involving doctors against the Malabe PMC and forcing the government in to shutting down the Malabe PMC. The DAPMC has 22 members. The National Convener said they intended to involve doctors’ trade unions, trade unions belonging to other fields in their fight against the Malabe PMC. (DJ)

Yal Devi to reach KKS by 2013

Yal Devi, the popular Northern line express train from Fort to Jaffna will resume its run after 20 years between the two main cities in the end of 2013 once the track between Pallai and KKS was restored by the Indians in two years, Transport Minister Kumara Welgama said today.

The agreement for the reconstruction of the railway line between Pallai and Kankesanthurai was signed between Sri Lanka Railways (SLR) and Ircon International Limited, India today at a simple ceremony held in Colombo attended by Minister Welgama and Indian High Commissioner Ashok K Kantha.

The project costing USD 149 Million is the fifth project from Northern Sri Lanka to be covered under Indian Line of Credit. The Pallai - KKS project covering 56 Km will be completed by the end of 2013.

Speaking at the signing ceremony, Minister Welgama further said the SLR is engaged in reconstruction of other lines and therefore the government decided to entrust the reconstruction of mainlines to India.

Indian High Commissioner Mr. Kantha said the reconstruction of the last phase of the Northern line by Ircon. “India is a key player in the development of Sri Lanka and is engaged in numerous development projects.

Explosives found in Sri J’pura University

Police found explosives contained in five small hand grenades when they were hidden inside a roof of a building in the New Arts Center of the Sri Jayawardenapura University.

The Mirihana police are investigating into the incident and no suspects have being arrested in connection with the incident.

Police spokesman Ajith Rohana said that the explosives with detonator codes were found when the Arts Center was undergoing repairs. (Supun Dias)

Southern expressway
– safety concerns that should not be ignored

The Chartered Institute of Logistics and Transport Sri Lanka (CILT) in a statement issued yesterday congratulated the Road Development Authority on the completion of the Southern Expressway, the country’s first, and highlighted several safety issues the public should not ignore when using the highway.

"This super highway experience will be new to Sri Lanka, and we expect that it will benefit the country and its users in a number of ways. Firstly, it will permit faster speeds up to 100 km per hour enabling shorter travel. Secondly, the roadway in allowing only limited entry and exit at selected localities will enable undisturbed free-flow of traffic and potentially fewer accidents unlike on other surface roads in Sri Lanka. Next, the relatively well aligned trace, pot-hole free surface and smoother travel will save both time and fuel. A further benefit we note is that by nature of its design that the highway will be protected from encroachment and unplanned constructions which are not only an eye sore but a reason for accidents and congestion on other roads in the country," the CILT said.

"It is also noted that the new highway will bring about development of that part of the country including eco tourism, agricultural based industries and manufacturing industries. It will also bring communities closer to each other. Therefore, the Southern Highway, the newest member of the highway network of Sri Lanka, can be considered to be an important initiative and its accelerated implementation, subsequent to decades of delays and hiccups, is commendable, despite its heavy toll on the public coffers.

Culture of Safe Driving

A good road design which looks safe requires all drivers to be more careful as they can be made to feel secure when it is actually not. Even though a road looks safe, if the drivers are not disciplined and skillful, it will be equally unsafe and the consequences of unsafe driving much severe. Thus drivers must match the safety with which they drive to that of the road design. This is called a road safety culture. This must be established. The culture that prevails on the normal roads must not be allowed to enter the expressways. Accidents on expressways tend to involve multiple vehicles and heavy fatalities.

CILT Sri Lanka has noted the recent media publicity on the features of the highway and some safety concerns that have been raised in several quarters. We have brought these to the attention of the relevant officials in order to suggest how such risks may be minimised so that the expected goodwill and benefit from the highway will be enjoyed by the people of the country. As no noteworthy response has been forthcoming, we now wish to make the public aware of the dangers that face them and what could be done to avoid such.

Narrow Lanes and Budget Cuts

Due to budget overruns and changes to design, the lane width has been reduced to 3.5m. This is less than the International norm of 3.7m. The reduced lane width does not allow safe overtaking at higher speeds, especially when the flow is high and there are large vehicles.

Start with Lower Speed

Given that most drivers in Sri Lanka have not driven on expressways and that most vehicles have not been used in such facilities, controlling speed is the single most effective tool to ensure a smooth and safe start to the facility. Drivers must get used to a number of new driving attributes such as high speed lane changing, merging and diverging at interchanges, sudden braking, maintaining lane control, over-takings, handling stationary objects when moving at high speed, avoiding collisions among other vehicles, management of headways etc. Most of these tasks become increasingly risky with speed. The level of risk at 100 km per hour will be more than double that at 80 km per hour. Our recommendation is to open the highway at 80 km per hour and to undertake a safety study during this time before increasing it to 90 and then to 100 km per hour.

Phased entry of Heavy Vehicles

The benefits of the new highway should be enjoyed by all motorists. However, knowing the attraction that a highway of this nature will have on our people, it is likely that the highway will begin with sight seers and thrill seekers who may pose a major threat on safety management. These vehicles are usually vans and hired buses and an accident involving one of them could result in a high toll on human life. It is therefore our recommendation that the access to this highway be initially restricted to vehicles registered as cars and dual purpose vehicles which will carry only the allowed number of passengers as per registration. Moreover only vehicles having seat belts, good quality tyres, lights and generally in good appearance of being road worthy should be allowed to enter. This will also make the numbers that should be given user awareness manageable. It could then be opened for buses and trucks.

Where to stop? Insufficient Width of Hard Shoulder

Media reports and pictures of the highway have raised concerns that the hard shoulder available for emergency stopping of vehicles is less than what should be allowed for an expressway that allows 100 km per hour vehicles. Parking of a car or van and opening a door would require at least 2 ½ metre width and a heavy vehicle more than that. We have been advised that this is only 1.75 metres and can only be termed a ‘budget- expressway’ as it does not allow full expressway features. A car developing a mechanical fault may be able to just get out of the traffic lane. But its occupants cannot open a door. If indeed this width has not been provided it is a grave concern how such situations can be safely handled. It is interesting to ascertain if vital safety features have been compromised in design and cost cutting. If indeed the width is inadequate, some re-adjustment of lane widths and if that is not possible now, of speeds may have to be undertaken. CILT Sri Lanka wishes to emphasise that road safety should never be compromised for speed or cost.

Enforcement

Even though the Police have been given powerful vehicles to enforce speed limits, it will be of much interest to know how they would stop such a vehicle on the side. Would they have to follow such a vehicle out of the next exit? This would be most unsatisfactory. Moreover, the expressway does not seem to have any locations where Police could stay to detect speeding or other offences.

When His Excellency has declared a decade of road safety, the first world class expressway the country boasts should not be found to be compromising in safety.

Adherence to rules and traffic regulations by the users should be strictly monitored by the enforcement agencies, including the Police, Department of Motor Traffic and the Road Development Authority. Unlike in many other areas where we have seen slackness in law enforcement, any lacuna in enforcement with regard to the usage of Expressway is sure to yield catastrophic consequences. The Southern Expressway bears an added responsibility in this regard as its experience stands to set precedence for all future expressway usage in Sri Lanka. Therefore, it is the earnest call of the CILTSL that the laws be strictly enforced with respect to the usage of Southern Expressway regardless of the status or creed of the errant.

User awareness

While the media publicity that is currently given is most valuable and commendable, potential drivers should also be given a suitable hands-on training at least in the form of a 10 minute instruction in the vehicle itself just before they get on the expressway. They could then be given a paper certificate then and there which they can show when they wish to use the facility again. This could be handled by training some police officers or engaging some driving instructors after they themselves are allowed to drive and learn on the highway. This will be a valuable exercise that will yield much more benefit than the cost and effort involved. This will mean that passengers in the vehicle also are made aware. Limiting initial vehicle categories will make this achievable.

Users should understand that at high speed, a lapse will result in terrible tragedies that could be very serious and involve many vehicles and lives. Drivers must slowly learn the fine art of smooth merging and diverging at ramps. The ramp entry and exit maneuvers are likely to be difficult for drivers who have not used these before. The vehicles on the expressway should give way to entering traffic. It is necessary to establish correct pattern for this before allowing large numbers to use these. If not, bad practices will become the norm and difficult to change not only in the Southern Expressway but also on the others in future. Drivers should also be made aware how to handle emergencies when travelling at high speeds, such as tire blow outs, bird strikes, engine and brake failures. The latter is particularly important for large vehicles.

Maintenance and Toll Payment

The maintenance of high speed roads should be a priority task. We do not see the current roads being maintained in this manner. There is no culture of giving priority for maintenance of roads. The usual practice is that once a road is constructed, funds are not prioritised for maintenance. Moreover, remedial action is often delayed making the road dangerous, slow and costlier to repair. In this respect we would welcome the payment of a toll that would at least provide for regular operation and maintenance of this highway without burdening the non-users. However it is important that it is computed on sound economic terms and on the basis of "user pay" principles so that motorists - know and pay for the cost of the infrastructure they use.

The Chartered Institute of Logistics and Transport in Sri Lanka, the leading professional institute for transport in Sri Lanka, wishes that the authorities will take necessary action to ensure safety on the Southern Highway before it is opened for traffic. It also wishes to remind the general public of their duty to call for rightful and prompt action of the authorities to ensure public safety."

SB orders suspension of 16 student monks

Higher Education Minister S. B. Dissanayake yesterday directed the administration of the Buddhist and Pali University to suspend 16 student monks pending an inquiry.

Minister Dissanayake alleged that the student monks had, under the influence of liquor, assaulted another student. Responding to a query, the MP said that this was nothing but a disciplinary issue.

According to the minister, the victim had been threatened with death if he ever stepped into the university again.
