Dons brave rain to march by Dasun Edirisinghe

Rain gods yesterday battered the first phase of the 118-km-long march by striking university dons, who commenced their walk from Galle in protest against the government’s failure to resolve the crisis in the education sector.

Soon after the march commenced from near the Galle Fort, at 9.00 a.m., the university lecturers came under heavy attack by the weather gods,

which continued intermittently till they completed the first phase at Ambalangoda last evening.

Several political and civil organisation leaders marched with university teachers who passed the 90th consecutive day of their strike yesterday, urging the government to allocate six percent of the GDP for the education sector, to depoliticise the universities and to ensure the participation of the university teachers in education reforms. The government has not responded favourably to these demands.

JVP Leader Somawansa Amarasinghe, MP Vijitha Herath, UNP Deputy Leader Sajith Premadasa, UNP MPs Dr. Jayalath Jayawardena and Ravi Karunanayake, Southern Provincial Council members and the local government members joined in the march braving the rain.

President of the Federation of University Teachers’ Associations Dr. Nirmal Ranjith Dewasiri told The Island last evening, after reaching Ambalangoda, "There was no hindrance from any quarter except for the rain. We will continue our struggle and resume our march tomorrow morning."

The march resumes at 9.00 a.m. from Ambalangoda today and will proceed upto Aluthgama. It resumes at 9.00 a.m. on September 26, 27 and 28 from the towns of Aluthgama, Kalutara and Moratuwa. It is scheduled to reach Colombo next Friday evening (28).

இலங்கையில் கிட்டத்தட்ட கடந்த மூன்று மாதங்களுக்கும் அதிகமான காலம் உயர்கல்வித்துறை முடங்கிக்கிடக்கிறது.

பல்கலைக்கழக ஊழியர்கள், விரிவுரையாளர்கள் மற்றும் மாணவர்கள் என்று உயர்கல்வித் துறையினரின் போராட்டங்கள் மற்றும் போர்க்கொடிகளால் நாளுக்குநாள் பிரச்சனைகள் வளர்ந்துகொண்டு போகின்ற நிலையில் அரசாங்கமும் பிரச்சனைகளைத் தீர்த்து வைத்தபாடில்லை.

போராட்டங்களைத் தவிர்ப்பதற்காக அரசாங்கம் நாடுமுழுவதும் பல்கலைக்கழகங்களை மூடியும் பார்த்தது. நீதிமன்றங்களை நாடி மாணவர் ஆர்ப்பாட்டங்களைத் தடுக்க தடையுத்தரவுகளும் பெற்றது. ஆனால் பிரச்சனை முடிந்தபாடில்லை.

விடைத்தாள் மதிப்பீடு

இப்போது பள்ளிக்கூட படிப்பை முடித்துக்கொண்டு பல்கலைக்கழகங்களுக்குச் செல்ல காத்திருக்கும் மாணவர்களும் அடுத்து என்ன செய்வது என்பது தெரியாமல் விழித்துக்கொண்டிருக்க வேண்டிய நிலையில் இருக்கிறார்கள்.

ஏற்கனவே, பல்கலைக்கழக அனுமதிக்கான இசட் புள்ளியை கணிக்கும் முறையில் ஏற்பட்ட முரண்பாடுகள் காரணமாக அந்தப் பிரச்சனை உயர்நீதிமன்ற தீர்ப்பு வரை சென்றும் இன்னும் தீர்ந்தபாடில்லை.

இந்த நிலையில், பள்ளிக்கூடங்களில் கல்விப் பொதுத்தராதர உயர்தர பரீட்சைகளை எழுதிவிட்டு பெறுபேறுகளுக்காக காத்திருக்கும் மாணவர்களின் விடைத்தாள்களை மதிப்பிடும் பணிகள் தொடங்காமல் காலம் கடந்துகொண்டிருப்பது இன்னொரு பிரச்சனையாக உருவெடுக்கிறது.

இலங்கையில் பள்ளிக்கூடங்களில் கற்பிக்கும் ஆசிரியர்கள் மதிப்பிடுகின்ற உயர்தர பாடங்களின் விடைத்தாள்களை மேற்பார்வை செய்யும் பணியை பல்கலைக்கழக விரிவுரையாளர்களே மேற்கொண்டுவந்தார்கள்.

ஆனால் அரசாங்கத்துடன் ஏற்பட்டுள்ள இழுபறியால் விடைத்தாள் மதிப்பீட்டு பணியில் பல்கலைக்கழக விரிவுரையாளர்கள் பங்கெடுக்கமாட்டார்கள் என்று ஃபூட்டா என்ற பல்கலைக்கழக விரிவுரையாளர்கள் சங்கங்களின் சம்மேளனம் அறிவித்துவிட்டது.

அதற்காக கல்வி அமைச்சர் அழைத்துள்ள முக்கிய கூட்டத்திலும் பங்குபெற போவதில்லை என்று அந்த அமைப்பின் தலைவர் டாக்டர் நிர்மால் ரஞ்சித் பிபிசி தமிழோசையிடம் கூறினார்.

தமது தொழிற்சங்கப் போராட்டத்தை ஒடுக்குவதன்மூலம் பிரச்சனையை தீர்த்த்துக்கொள்ள வேண்டும் என்று ஜனாதிபதிக்கு சிலர் ஆலோசனை கூறியிருப்பதாகவும், தமது போராட்டத்தின்மூலம் நாட்டில் ஆட்சி மாற்றத்தை கொண்டுவர முயற்சிக்கப்படுகிறது என்று தவறான கருத்து அரசாங்கத்திடம் இருக்கிறது என்றும் நிர்மால் ரஞ்சித் பிபிசியிடம் கூறினார்.

பல்கலைக்கழகங்களில் பணிபுரியும் கல்விசாரா ஊழியர்கள் சம்பள உயர்வு உள்ளிட்ட கோரிக்கைகளை முன்வைத்து 20 நாட்களாக போராட்டம் நடத்தினார்கள். ஆனால் அதற்குள்ளாகவே பல்கலைக்கழக விரிவுரையாளர்களும் கடந்த ஜூலை 4-ம் திகதி முதல் 48 கோரிக்கைகளை முன்வைத்து போராட்டத்தை தொடர்ந்தார்கள்.

விரிவடையும் போராட்டம்

அரசுக்கும் அவர்களுக்கும் இடையில் 10 சுற்றுக்களுக்கும் அதிகமான பேச்சுவார்த்தைகள் நடந்து அந்த கோரிக்கைகள் இப்போது 6 முக்கிய கோரிக்கைகள் என்ற அளவில் நிற்கின்றன.

மொத்த தேசிய உற்பத்தியில் இப்போது இருக்கும் 1.9 வீதத்தை உயர்த்தி, குறைந்தது 6 வீதத்தையாவது நாட்டின் கல்வித்துறைக்கு ஒதுக்கு என்று கல்வித்துறையினர் கோருகிறார்கள்.

அதேபோல, கடந்த ஆண்டு போராட்டத்தின்போது அரசாங்கம் அளித்த உறுதிமொழியின்படி, சம்பளத்தை அதிகரிக்குமாறும் பல்கலைக்கழகங்களில் அரசியல் தலையீடுகளை ஒழிக்குமாறும் பல்கலைக்கழக விரிவுரையாளர்கள் கோருகிறார்கள்.

மாணவர் தலைவர் சஞ்சீவ பண்டார கடந்த மாதம் நடந்த ஆர்ப்பாட்டத்தைக் காரணம்காட்டி இந்த வாரம் கைதுசெய்யப்பட்டார்

ஆனால் அதற்கு அரசாங்கம் கொடுத்துவரும் பதில்களும் பல்கலைக்கழக சமூகத்துக்கு திருப்தி அளிப்பதாக இல்லை.

இந்த நிலையிலேயே பல்கலைக்கழக பணிப்புறக்கணிப்பு என்ற அளவில் நின்றிருந்த விரிவுரையாளர்கள் இப்போது நாடுதழுவிய ரீதியில் தமது பிரச்சனையை மக்கள் மத்தியில் கொண்டு போகப்போவதாக அறிவித்திருந்தனர்.

கண்டி, காலி ஆகிய இரண்டு இடங்களில் இருந்தும் எதிர்வரும் 24ம் திகதி முதல் ஊர்வலம் நடத்தவுள்ள பல்கலைக்கழக சமூகத்தினர் 28ம் திகதி கொழும்பில் கூடி பாரியளவான எதிர்ப்பு நடவடிக்கையில் ஈடுபட திட்டமிட்டிருக்கிறார்கள்.

அதற்கு அனைத்துப் பல்கலைக்கழக மாணவர்கள் சம்மேளனம், பள்ளிக்கூட ஆசிரியர்கள் சங்கம், உள்ளிட்ட பெரும் எண்ணிக்கையிலான தொழிற்சங்கங்களும் அதற்கு ஆதரவு தெரிவித்துள்ளன.

இதற்கிடையில் பல்கலைக்கழக மாணவர் சம்மேளனத்தின் தலைவர் சஞ்சீவ பண்டார கடந்த மாதத்தில் நடந்த ஆர்ப்பாட்டம் ஒன்றைக் காரணம்காட்டி கைதுசெய்யப்பட்டு இப்போது சிறையில் அடைக்கப்பட்டுள்ளார்.

அதற்கிடையில் கொழும்பு, ஜயவர்தனபுர, ரஜரட்ட, கண்டிப் பேராதனை உள்ளிட்ட பல பல்கலைக்கழகங்களின் மாணவர்களும் சத்தியாக்கிரக போராட்டத்திலும் ஈடுபட்டுள்ளனர்.

இந்த நிலையில், நாட்டில் ஸ்தம்பித்துப் போயிருக்கின்ற உயர்கல்வித்துறையை மீண்டும் இயங்கச் செய்யும் மிகப் பெரிய சவால் இலங்கை அரசின் முன்னால் இருக்கிறது.

A request made by the Examination Department to university dons to take part in assessing answer scripts of the GCE Advanced Level Examination, was yesterday refused by the Federation of the University Teachers' Association (FUTA).

FUTA President, Dr. Nimal Ranjith Devasiri speaking to Ceylon Today said they have informed all academics to not engage in such action until their demands are granted unconditionally.

“Since, we have been involved in trade union action, the professors, doctors and lecturers will be not participated for the purpose,” he said. 

Dr. Devasiri also said even though the Commissioner General of Examinations W.M.N.J. Pushpakumara had informed university academics to take part in a discussion to be held at the Examinations Department on Monday (24) none of the academics will participate.

Meanwhile, a march from Galle to Colombo to create awareness among the general public about their trade union action will be launched, today.

The academic staff of the Peradeniya Medical Faculty has also extended their support to FUTA’s trade union action, with effect from today.

Previously, with the exception of the academic staff of the Ruhuna Medical Faculty the academic staff of other medical faculties refrained from joining the strike.
The university academics commenced trade union action on 4 July, demanding the government address the fundamental issues which have been neglected for a long time in the educational sector.

The issues which have been highlighted by FUTA are the allocation of 6% from the GDP for the education sector with an adequate pay increase for university academics in order to prevent the` brain drain.’ FUTA also demanded decisions with regard to the education sector should be taken in consultation with the university academics

FUTA members to ignore Exams chief’s call

The striking university teachers have decided not to attend a discussion, called by Examinations Commissioner, on evaluating the answer scripts of the 2012 GCE Advanced Level examination.

Examinations Commissioner W. M. N. J. Pushpakumara has sent letters to some 400 university teachers to attend a discussion today and tomorrow (25) to discuss matters pertaining to the evaluation of the Advanced Level answer scripts.

General Secretary of the Federation of University Teachers’ Associations, Terrance Madhujith said that a few pro-government university teachers may attend today’s meeting but the majority of FUTA members would boycott it.

Govt. teachers asked to join FUTA protest march

The pro-JVP Ceylon Teachers’ Service Union has requested all teachers in government schools to join a march organized by the Federation of University Teachers’ Association (FUTA), scheduled to start from Galle today, to exhort the government to sort out the crisis in country’s education sector.

STSU General Secretary Mahinda Jayasinghe says, in a media release, that the teachers must join in force and extend their fullest support to the FUTA march from today (24) to September 28 from Galle to Colombo. Eighty days have lapsed since FUTA launched its trade union action demanding that the government allocate six percent of the GDP for the education sector, to depoliticise the universities and to ensure the participation of the university teachers in education reforms. The government has not responded favourably to these demands, he said.

Jayasinghe said that the demands were aimed at safeguarding State education in Sri Lanka and to ensure the rights to free education. "We request all teachers, principals and any party or persons, who support free education, to display their solidarity with university teachers and join the march," he said.

The march starts at 8.00 a.m. from Galle today and will proceed upto Ambalangoda. It resumes at 8.00 a.m. on September 25, 26, 27 and 28 from the towns of Amabalangoda, Aluthgama, Kalutara and Moratuwa. It is scheduled to reach Colombo next Friday evening (28).

S.B. hopes that lecturers’ issue will be over on Monday

 says that a positive solution to the University
 Lecturers Issues can be achieved during the
 meeting with the
 Secretary to the Ministry of Finance on Monday.

On July 4 university lecturers commenced a strike.

In this backdrop the Department of Labour
 had addressed a letter inviting the university
 lecturers to reach a voluntary solution.

However, the Federation of University
Teachers’ Associations rejected this move
 citing that they are not involved in a labour issue.

’’We have informed them that this issue will be over after the meeting
with P.B. Jayasundara. However, it appears that those in the lower level are
 trying to drag this issue in to other directions. We will have a meeting with them
 on Monday. We hope this will be over after that.’’

’’However, it is sad to note that the damage caused to children and the country
 cannot be rectified. During the discussions we have drawn up six requests.
We agree with five of the six requests,’’ stated Minister of Higher Education S.B.Dissanayake

Meanwhile, the Satyagraha campaign commenced by the university students
 demanding the commencement of academic activities by solving the lecturers
issues, was also in effect yesterday.

Academics to boycott A/L evaluation meeting

In spite of Education Minister Bandula Gunawardena’s plan to initiate 2012 A/L evaluation this week, academics today said they will not be attending the evaluators’ meeting scheduled for September 24.

Federation of University Teachers Association (FUTA) President Dr. Nirmal Ranjith Dewasiri speaking to the Daily Mirror said all FUTA members have been instructed to boycott the 2012 A/L evaluation meeting scheduled for September 24 by the Examinations Department.

The 2012 A/L answer script evaluations are facing an unprecedented delay due to the trade union action of academics. The paper marking process was scheduled to commence on September 1.

Meanwhile, he also rejected reports of a fraction of academics giving up the trade union action.

“The government claims nearly 100 academics have left the trade union action and that more are to follow. These figures they release are manipulated and are grossly inaccurate. Our trade union action has not met any such disruption and it will continue with the strength of all academics’ participation,” he added.  (Lakna Paranamanna)

Medical Faculty lecturers of Sri Lanka's Peradeniya University to join the academics' strike

Sept 21, Colombo: The months-long strike of the university teachers of Sri Lanka is getting a boost as the medical faculty lecturers, who so far have not participated in the strike, have also decided to join it.
Accordingly, the lecturers of the medical faculty of the University of Peradeniya will join the strike from Monday September 24th, Federation of University Teachers' Associations (FUTA) says.
The Medical Faculty Lecturers' Association of the Peradeniya University says that their members will continue the strike in support of the FUTA protesting the authorities against not taking action to solve the problem and not paying the salaries of the striking university teachers.
The medical faculty lecturers also protest the Minister of Higher Education S.B. Dissanayaka for his stance that furthers the crisis.
They have promised to join the protest marches the FUTA will start from Kandy and Galle on Monday.
Medical faculty lecturers so far have not participated in the strike and the medical faculties island wide were operating as normal.

One stage of A/L evaluation removed

The Department of Examinations has decided to reduce the number of stages that have been maintained until now in the process of evaluation of A/L answer scripts say reports. 
The Commissioner General of Examinations W.M.N.J. Pushpakumara, speaking to the media, has said the evaluation process of the A/L 2012 examination has not commenced due to the continuous strike launched by university teachers and the process that followed three stages would be reduced to two stages.
Speaking further The Commissioner General has said 400 professors and lecturers, 12,000 to 15,000 teachers and teacher instructors are needed for evaluation process. He also has pointed out that management of evaluation units and the consistency between subjects and evaluation units are maintained by university teachers.

UNP pledges support to FUTA struggle

The Main Opposition UNP will extend their support to the university academics’ struggle  and be part of the cross-country procession organized by the lecturers next Monday (24). Addressing a media briefing yesterday, UNP MP Akila Viraj Kariyawasam also urged  the public to participate in the campaign and fight to protect State education. He said the academics’ demands are very reasonable and that the government should  resolve the issues instead of suppressing and threatening those who were fighting to  protect the education sector. “The tyres in the vehicle of the Federation of University Teachers’ Associations (FUTA) President were slashed, and the vehicle was coated in blood one day. His wife was threatened. Student leaders are being arrested. Meanwhile, the sons of ministers can do anything  they want and get away with it too. People who press charges against them recant their allegations,  while men who were tied to trees by politicians issue statements saying that they tied themselves to the tree – all because they are afraid of what will happen to them. Such is the state of  law in our country,” he said. Though the government says it cannot afford to grant salary increments or allocate higher funds for education as there is not enough money, Kariyawasam charged that  the government wasted millions of rupees for Provincial Council election campaigns. Even though the Elections Commissioner had set a certain amount of funds that could be spent on campaigns, the expenses were doubled as the government candidates used State funds to cover their expenses, he alleged. While the government was flagrantly spending on unnecessary projects, some 1,400 schools in the country are short of basic facilities including water, and 10,000 patients are on the waiting list for heart surgery at the National Hospitals, he said. “The health and education sectors are severely underfunded, yet millions of rupees are spent on carpeting roads all around the country though there are much important things to be done,” Kariyawasam charged.
